Surrey County Council has implemented a resident scheme to ensure that community recycling centres in the county are only used by Surrey tax payers. If you visit the below sites, you will be asked to prove you live in one of Surrey’s 11 districts or boroughs.
The sites affected are:
- Bond Road, Warlingham
- Chaldon Road, Caterham
- Charlton Lane, Shepperton
- Blenheim Road, Epsom
- Wilton Road, Camberley*
*Residents using the community recycling centre at Wilton Road, Camberley, will be asked to prove they live in either Surrey or Hampshire before they can access the facility. Hampshire residents are allowed to use the site, as Surrey residents are allowed to use the recycling centres in Hampshire.
Please note that the scheme has now been removed from Swift Lane, Bagshot, as Surrey County Council has reached an agreement with the Royal Borough of Windsor and Maidenhead to allow free use of the site by any local resident.

If you use any of the affected sites, you will need to bring one of the following:
- Your driving licence
- This year’s council tax bill
- A recent utility bill
- Your Surrey district / borough bus pass
You will need to bring one of these to prove that you live in one of the 11 districts or boroughs in Surrey. Staff at the site will ask to see a copy of your proof of address when you arrive, so please have it to hand.
